This natural tendency to maintain safe speeds reflects the physical limitations of cycling and underscores the impracticality of mandating tests for cyclists.

In conclusion, the proposition of requiring cyclists to undergo testing before accessing public roads is fundamentally flawed. Not only would it discourage cycling participation and exacerbate environmental issues, but it also disregards the inherent safety precautions already adopted by cyclists, making it an unreasonable and unnecessary measure.
