This approach ensures that violent offenders or those with a violent history are housed in higher security facilities with enhanced supervision, while non-violent offenders, particularly first-time offenders, are typically placed in lower security environments with greater access to rehabilitation programs and social interaction.

To address this, governments should implement a risk-based classification system (risk-based classification system: a system that categorizes based on danger level – hệ thống phân loại theo mức độ rủi ro) to separate violent and non-violent criminals. This would reduce harmful interactions and allow targeted rehabilitation. Furthermore, prisons must provide comprehensive vocational training (comprehensive vocational training: full and inclusive job skill education – đào tạo nghề toàn diện) in fields such as car repair, coding, or digital design. These job-ready programs (job-ready programs: courses that prepare someone for employment – chương trình chuẩn bị sẵn sàng cho việc làm) can help inmates reintegrate into society. Community service should also be encouraged as it fosters social reintegration (social reintegration: re-entering society in a positive way – tái hòa nhập cộng đồng).

In conclusion, reducing recidivism requires a combination of effective inmate classification and access to meaningful rehabilitation programs.
